I have a Samsung DP700A3D all-in-one computer and I'm using Linux. I want to download the "just basic" programming language and write and use a program. I downloaded it but now I don't know how to,I guess, open it so I can use it.

It doesn't look like Just Basic has a Linux port. It looks like a Windows only. You can use HBASIC or Gambas. Try learn C. C is more portable. When using BASIC in Linux, the program is not portable. It requires additional files to run.

If you install WINE (Windows is not an emulator) for your Linux distribution, it may be possible to run Windows apps on your Linux machine.
    See https://www.winehq.org/
What version of linux are you using?
