Variation of Black Screen of Death

    Hello,
    I am running a windows vista 32bit that has recently encountered a problem that has occurred twice before, but had been solved with system restore. It's a black screen that appears after the welcome screen after the welcome screen takes a long time to load. There are three accounts on the computer, one of which is administrator and the other two are not. The administrator will load, whereas the other two users will encounter the black screen (which also includes the cursor). On the desktop of the administrator i can find a few weird things, mainly: the internet icon reports that I'm not online and there is no connection, windows security is showing me windows defender is off, virus protection is off, user account control is off, and the firewall is off.

    I do have virus protection on, which is Norton. I cant remember if i had windows defender on, but i had user account control off as well as the firewall. I also do have internet, as I type to you on the infected computer. A few extra notes is that i have run multiple different virus protection programs and have removed what has come up, and they now all come up clean. I have tried the Prevx fix to no avail. I cannot access task manager by ctrl+alt+delete and new task/explorer.exe, it just wont load but anything else ie. regedit, msconfig will.

    At the time of the infection i had used windows update and updated internet explorer. I have malwarebytes antimalware as well.
