I have At&t DSL ''high speed internet'' and iv experienced these kinds of speeds before ,i'm getting a whopping 34kbps now for the last 2 weeks and it's been getting worse as time goes by.

I singed up for 150kbps service and i get 20-34kbps ,i can't even watch a youtube vid without walking away for 15mins for it to load.

How do i fix this? Can i fix it or do i have to talk to the internet service provider people?

I'd call your ISP and get them to test the line to your "door".
My ISP makes me do a speed test via there website before i call them. Maybe yours does too.
Are you wireless? Plug it in to the router/modem directly. Now you know if its a wired or wireless problem.

    Wired problem.
Borrow a modem and some known good cables from a friend and see if it makes a difference. Get a good cable that goes from your phone jack to your modem as well.
Have you installed any firewalls or new security software lately? Disable everything and go to a safe website. Any Difference yet.

My telephone had static on the line which I found slowed everything down.

Register at DSLReports and run their Line Quality Tests. It's best to run this test with a direct wired connection to eliminate any wireless issues from the results. It's useful many times to run this test several times, and we'd like to see each of the results. Post the results link from the top of the test display page for each test run here.

The link to post is near the top of the page and looks like:

If you wish to post this result to a forum, please copy/paste this URL
http://www.dslreports.com/linequality/nil/2357195 <- sample only, yours will obviously be different!
and your IP will be disguised.

    Copy/paste that link here.

Note: You will have to enable PING (ICMP) request response either in your router (if you have one), or in your computer's firewall for direct modem connections. This is very important to get the most important part of the test to run.

Here's also the Line Quality Tests FAQ to help you understand the results. This will answer some questions about the line quality display.
