I have a relatively small number of contacts (682) yet my Outlook Data File is 3,820,983 KB. That just seems like a very large file. Is that an extra-ordinarily large file considering the number of contacts that I have?

This should be normal if you have a lot of emails with attachments. I have almost as much as you.

The PST file contains everything that is connected with Outlook.
Email, contacts, calendar and notes.
Also remember that all of the attachments to any mail is also in there.
When you select a folder, you will see a number in the lower left corner, and that is the number of items in that folder.

Have you cleaned up the sent, junk and deleted folders?

This is good advice, and especially when it comes to the Deleted Items folder. I've had users state they keep them there "just in case", and I've asked them if they would keep a half-eaten apple in a wastebasket for later consumption.
