VGA port has no response from mother board.

I have a issue with my VGA cable, I have 2 VGA ports one of them works that is located on the lower part of my computer and the defective one is located at the top however my functioning one is connected through my Graphics card which is a AMD Radeon R7 250 Series. My non functional VGA port is located straight into the mother board. My motherboard is a 760GMA-P34 (FX) from MSI.
This VGA is coming from my TV as well but i did test it on my computer monitor and it still has no input.

That is normal behaviour, when you fit an add on GPU the BIOS detects it and the MBs integrated video chip is disabled by default, you cannot use an add on GPU and the MBs graphics solution on your MB.

Edit to add: If you only have VGA ports available on your screens, get yourself a DVI to VGA adaptor for the R7 and connect the second screen to that, your GPU is supplying both screens that way.
