Vice City causing conflict?

I recently installed GTA: VIce City on my PC. I believe there may be some conflicts caused by this game. My rage3d tweak utility will no longer allow games to run at refresh rates I choose. Does anyone have this problem (1600x1200 @ 60Hz) even with your refresh rates fixed with a utility and under dxdiag? Any suggestions on how to fix this?:confused:

Make sure your monitor and video card are able to display at that resolution and refresh rate first...

What video card do you have?

Here is what I have?

Motherboard: Intel DB75PBZLK
CPU: Intel 3.0 GHz P4
Memory: 1 GB of MCS1GB-PC3200DU
Video Card: Gigabyte GV-R98p128D (Radeon 9800 128mb)
Sound Card: Sound Blaster Live! 5.1 w/eax
Hard Drive: Maxtor 120 GB 7200rpm
Operating System: Windows XP Pro
Graphics utilities: rage 3d-tweak and cat 3.7

i have been able to run 1600x1200 @85 (my monitor can surpass this refresh rate) before I installed Vice City. I also forgot to mention that this "DXDLLREX.EXE" message would show up in quickview after the game was installed. I was able to get rid of it showing up at startup with this link:

all is well. new ati driver fixed my problem.
