When my friend trys to play CS1.6 he can open CS but then he gets the following error:

Hl has caused an error in ATI09XAA.DLL.
    Hl will now close.

If you continue to experience problems,
    try restarting your computer.

He has an ATI Rage Pro 128 mb Video card. I had him update his drivers, but no luck. Whats going on? He's on Win ME.

Try reinstall cs1.6 also try download it again just incase it was missing from the off, and reinstall DX9.

ph34[r], if you have nothing useful to add, please don't waste space...

Actually, what Jiggy suggested may help, and it couldn't hurt to try.

Did earlier versions of CS work? That DLL file is from the ATI drivers, but since he has the latest ones, I don't know what could be wrong...that's Steam for you, though...

Well...if he has a Rage 128 video card, and is running WinME, then chances are, his system wasn't cut out for Steam...I would recommend getting a somewhat decent video card, that *should* fix it, but....eh, who knows with Steam.
