Video Card Upgrade

I am going to upgrade from an FX 5200 to an X850 XT PE.
My system specs are: 1 GB RAM/3.0GHZ P4/FX5200
The card that I chose supports AGP 8x which is the only BUS I have.

The manufacturer of the computer is Dell and I was just wondering that if the power supply was too low, would my PC still be okay If I got a new power supply then tried to put the new video card in?

Basically, Is it possible to put the card in, have it not work, then get a new power supply, and have it work(all without damaging the comp)?
