    You don't need a video card, you need a video capture card. The RCA jacks on most video cards are for TV-Out, not for capture. :)

    There's a cheap PCI capture card for RCA analog capture (no TV tuner) at www.geeks.com

    I ordered one but it hasn't arrived yet.
