Video play back question

    I have many videos which I play back with the VLC media player.I have many sections I would like to
    cut but have no idea how to do it.
    What kind of program do I need ? How is it done ? Would I loose some quality by doing so ?
    I run Windows XP.

    Windows Movie Maker should suffice...

    Any video editing ALWAYS results in loss of quality...

    Thank you.Loss of quality is not acceptable but I do not really edit the video.I just want to
    forward it to a specific scene,then skip a few minutes and repeat same.
    ( I can do that with the slider but I would prefer it to be automatic )
    Is this possible and is it still called video editing ?
