How can you know if your Video Card is going bad. Is a loud fan any indication?

A loud fan on the video card is telling you to get a new fan!

    Here are the details.
On start up, the monitor screen flashes and shows the basic properties of the computer for about 2 seconds. It then goes blank and black.
Occasionally it even shows the Gateway home logo or the windows log on screen. Also for a second or two.
I have hit the restart button and every now and then(1 out of 20 times) that kicks it on.

    Anny ideas?
    Thanks,

It sounds more like the psu is failing to power up the system.
