    More details please?

If the "camcorder" has a Firewire connection, you may need a Firewire card in the HP
If the "camcorder" has AV connections you may need a video capture card in the HP.

If you only have the camcorder tape (but no camcorder) as your post suggests, you need something to be able to play it first.

At a minimum we would need to know the HP model, the Camcorder make and model.

As far as software, You may want to use the windows Movie Maker. It is straightforward, easy to use, and efficient. The output file sizes are very acceptable, as well.

hopefully you have a camcorder, or access to a camcorder, with firewire connection. If not, see if you can borrow one from a friend, or if you're a part of an educational institution, you may have an automatic account for the IT rentals. They should have something for you. Also, hopefully your HP has a firewire connection on it. For my dad's old Dell we had to go to the computer shop and buy a PCI firewire card, it was cheap, and very easy to install following the provided directions, or post here for help if this is your case, I can guide you through installing it.

Hope you get it worked out!
