Virus and administrator problems

    My computer detected a virus about a month ago that is labeled a trojan. Everytime I restart my computer I have to run security scan and it keeps detecting it, but not removing it. Just recently I tried to install Microsoft Office 2007, but the the download did not work and it gave me a error code E:\SKU.CAB

    I tried to uninstall My old Microsoft Office 2003 so I could install the 2007 version, but it said "This operation has been cancelled due to restrictions in affect to this computer. Please contact your system administrator".

    I then found out that my control panel button in the start programs is missing. It's not there. I might have accidently removed it when I was trying to get rid of this virus that is still not gone completly

    Please help I am way over my head with this problem!
