Vista aero won't animate minimize/restore

When I'm using vista's aero theme, all the cool effects work like flip3d, except for the zoom effects while minimizing or restoring.

"Turn off all unnecessary animations" in ease of access center is unchecked
"Animate windows while minimizing/maximizing" in performance options is checked

I can't find anything else that might be removing the minimizing or restoring animations. Any ideas?
