Vista Boot Failure

HELP! Pls - I am having a bit of a problem with my daughters laptop running Vista Basic(32 bit) On starting the machine it is giving the options to repair & start normally on both options it then goes to the scrolling green bar and stays there (for ever!) I have also tried going in via f10, safe mode etc with the same result. I had a look at some of the other posts and downloaded the recovery disk for vista - on running this it loads windows files then goes back to the highly anoying green bar. Any help would be greatly apreaciated - I am an IT professional but more a Unix person and I srill run XP as I really dont like Vista! Anyway again any help before I go nuts would be great. Tanx!

Does the Recovery Disc have the Startup Repair option.....if so run it atleast twice

When I boot from the CD it says its loading files then it goes directly to the scrolling green bar - it gives me no options at all!
