Vista won't load, install or repair

I would really appreciate some help here. On this certain computer, whenever I start it, it brings up the following text:
Windows failed to start. A recent hardware or software change might be the cause. To fix the problem:

1. Insert your
Windows installation disc and restart your computer.

and so forth. I'm sure ya'll are familiar with the message. I'd just like to be able to format the hard drive--totally wipe it--and reinstall Vista. I'm unable to do this with the disc for some reason. Install doesn't work--repair doesn't work. How can I wipe the computer clean?

You could try cleaning the Vista DVD with a very gentle touch of a finger dipped in a little toothpaste, wiped off with a lint cloth and NOT a wood-based kitchen paper.

You could also slave the offending hard drive into another system, transfer your personal files over and format it but if your DVD doesn't work now, it may not work when you have no system at all.
