Visual Basic - Change NT User Password

Hi Everyone,
Im trying to figure out a a number of small VB challenges in the hope of creating a nifty little network management utility. One of the features I want in this is to be able to change a users password (on NT4) without having to go into 'user management for domains'. Obviously we are assuming the user of this utility will be logged on with admin rights (just like they would be to use 'user management').
Does anyone know of any help at all. I can't even find where user account information is actually stored on the server (this would be a step in the right direction)! Is it going to be a case of modifying a registry setting or ini file, or is it simply not this simple?
I refuse to believe its not going to be possible!!
