W3C recommendations for Flash/HTML5

It's hard to divvy through all the articles and hearsay and opinions. Does anyone have any official info on W3C recommendations for the use (or non use) of Flash in web design?

It boils down to 2 negatives, which you may want to consider against the positive attraction of flash...

1. A User will have to have Flash downloaded to their hard drive and you ought to point them to this fact with a redirect to the download site.

2. Load time will be increased.

Even considering these, I would opt for Flash mixed with html text and graphic content (to have your entire site flash-based would be a no-no, because the search engines do not "crawl" flash objects and would not be able to find any website content!):)

Thanks Jim. I understand where you are coming from and am just trying to find some industry standards to base some teaching on (for a high school web design course).
