So, my college provides me internet through LAN port (link speed: 100mbps) in my room, its speedtest.net results are 1-2mbps down and 20-25mbps up, but during time 5:00am to 9:00am, I don't know what happens but my speed at this time is 50mbps down and 20-25mbps up. My college has blocked direct access to internet and has given me a proxy 172.25.6.6:3128 to connect to internet. Our college has got this "Central Computer Centre" from where they handle all the issues related to internet. I visited library with my laptop and connected it to a LAN port there, speed was good 40mbps down and 1-2mbps up during normal time of day. Also, when I connected the LAN cable to my laptop at library, windows said Network 2, at my room it says Network, but ISP of both the places is same and the IP address displayed on speedtest.net is also same at both the places. Also you know when i download a file at my room through chrome i get 100KB/s but same file through IDM through 8 simultaneous connections gives 800KB/s, 32 connections and speed is 3.2MB/s.
I have tried clean installation of windows 10, windows 7, windows 8.1, first speedtest without installing any driver/ software and then after installing all the drivers, still the result is same.
Is it that my college is capping my download speed to 1-2mbps??
How can I bypass using proxy and directly access the internet? Maybe direct internet would be faster? I've tried VPNs but they slow down my speeds further.
So, is there a way i can flip/exchange the upload and download speed??

    Contact your college IT department
We will not help any possible bypass or overcoming of restrictions set by the college. We will not allow any discussion or help with proxy bypass

It might be a fault with the socket in your room. If you get good speeds in library, have you tried a friends room & see what you get there.
If all rooms are same download speed, then it sounds like college have capped speeds in the rooms.

    Nothing we can do

Any advice would be useless as it is obviously a college IT restriction and it is against the rules to advise bypassing restrictions
