Watching YouTube at 2160p60, stuttering, and buffers

    When I watch YouTube at 2160p60, I get stuttering, and occasional buffers. I believe my system should be capable of pushing out a 4k60 video, and my bandwidth definitely meets the requirements.

    Along with this, sometimes when fullscreen in a video, be it with youtube, or windows media player, it will cause my system to freeze up, and behave abnormally until it is taken out of fullscreen. This does not happen in video games, only video playback.

    Intel Core i5-6400 @ 2.7GHz
    8GB of DDR3
    AMD Radeon RX 480 8GB

    320mbps download, and 275mbps upload (tested with Ookla speedtest)

    What is the bottleneck in this situation?

    Go to Control Panel > Device Manager > Display Adapter, right click on driver and choose Update/

    Already have newest driver from AMD's website.
