Web Content Filter

This web content filter has just popped up in the last two weeks or so, with no prompting or enabling by myself or others, I've tried to disable it by going through tools to internet options, and clicking on content- but according to that, it wasn't enabled anyways.
I've tried adding these websites to `safe content`, and tried enabling then disabling the content filter- but absolutely nothing has worked so far, and, considering how computer illiterate I am, it's a miracle I got *that* far.
So, any suggestions? any help would be muchly apreciated.
