Ok so i set up my sisters laptop in her room has built in wireless card. it connects to the internet fine through IE. try to DL aim and the downloader isnt able to connect, i find a straight download version install it and i cant connect to AIM. then i install avant browser, basicly its like firefox, and it wont bring up webpages through that but it will in IE. also limewire isnt working on that comp either

something weird is limiting the connection, i have a linksys router and i went in and opened ports 1 - 50000 just for the hell of it on that computer and it didnt do anything, whats the problem here. also i have another computer running on wireless and one on wired running fine

oh and i turned off windows firewall, norton firewall, and any popup blocking in IE

Verify IPCONFIG /ALL commands between the working computers and the non working computers make sure all looks correct there. Also check the internet settings of I.E. on both PC's as well and mirror them.

Is she able to ping any other PC's in the house?

If the IPs checked out (you never mentinoed a thing about them) then its certainly going to be a firewall issue. Maybe uninstall norton all the way and turn off the SP2 firewall.

Since all these firewalls were "turned off" you should at least be able to ping that laptop which since your not able to do makes me susspect either one is still on somewhere or just "turning it off" did not work.
