what could be slowing my network?

So i have been getting weird network issues.

I contacted our ISP and they could not find any faults with the line

when running a speed test i get around the correct download speed, but the upload should be 20mb is around 0.06 and the max i have seen is 3mb

when i disconnect the Ethernet cable from our windows server the issue stops

could it be issues with ports on the server? or something i have changed on the server that slows other devices on the network?

What is that server doing ?
Is is chewing up all the bandwidth ?
Have you put Wireshark on the server to see what it is doing ?
Does this server have a full anti virus application ?

Please provide more details about the network, the environment, the topology and Internet you get and the hardware used to access it.

Can your ISP confirm the bandwidth is being utilized? If it's not getting out to the internet then Wireshark would be a good choice to see what is actually happening that is causing the speed difference.
