What IS going on?

    Alright. First of all, much credit to the people at Tech Support Guy for bailing me out in the past, thank you again. I'm still having issues with my machine, so I'll give you the backstory.

    This is a Dell Laptop, it's packing an Intel Pentium M Processor with 2.0 Ghz and 400 Mhz FSB (I don't know what FSB is, but I'm sure you do) 768MB RAM and a 128MB Mobility Radeon 9600 PRO TURBO graphics card.
    Admittedly it is not a total beast, but in the past its been able to handle without any trouble stuff like Guild Wars and Rome Total War.

    Recently, its been very flaky, and seems to struggle even with games built before it, like BF1942 which locks up terribly. I can understand Civ 4 jerking around a lot, but BF1942 is a bit rich.

    Anyway, alongside this there is a mysterious window that occasionally pops up for a split second on my Start Bar and then disappears. I don't know what it is, and as far as I can tell it doesn't have any function except to interrupt games and films by minimising open windows. In short it's really irritating.

    As well as this, I noticed today that my CPU usage maxed out at 99%-100% with no applications running for a prolonged period with no reasonable explanation. It was rather disconcerting I must say.
