It depends on your OS, and what processes are running. There are often a lot of applications that get installed on your machine which by default are set to run processes every time you reboot. This can slow down your resources making the pc act like it's running through water. A lot of them can easily be started by clicking Start> Programs instead just when they are needed. You can solve this with msconfig(again depending on your OS) setting them not to run on start-up.
What kind of connection do you have? I'm assuming it's dial-up if you think it's too slow.

Bear in mind johnwill that not everywhere has cheap broadband access. I'm on ADSL and even that costs a packet.

That's what the :D was for. There are also very few real ways to significantly speed up Internet access on slow links, because they're simply slow links!

You can look into DNS caching, and the like, but slow is still slow.

Honestron:

If you're using Windows 95, 98, or ME, take a look at my list of 56K dial-up tweaks. The list is pretty extensive and has been compiled over the last few years. You'll also find links there to other sites that can help you even further.

As far as freeing up more memory, read my article on MSCONFIG.
