Hard to tell from the photo, but it looks like the additional 4 pins of the motherboard power cable.

The main power supply cable to the motherboard is often "20+4" so that they can support both 20 pin and 24 pin boards. Whether or not it's plugged in will depend on what the motherboard supports.
