What is this?

    i found a few of these of these in my house.

    Looks to be some sort of rectifier circuit, though it's really hard to know from the photos. I see two diodes and a resistor, along with the cap. Where exactly did you find them?

    a) blasting cap
    b) top secret detonator to nuclear war head
    c) inside of a hair dryer
    d) type of credit card that never caught on

    it also has this on the back

    found it in the basement near in a bag near the the splitters but it wasnt connected to anything. the wires looked like phone cables

    says CAT 3 on all the wires connected to the splitters

    It looks like it's designed to connect across a phone line, see the T (tip) and R (ring) indications, and the red and green wires. CAT3 is telephone cable, FWIW.
