It means that device is drawing to much power
    from the USB bus.
Does the Connected USB device have it's own
    power supply?
If so,make sure it is connected and working.

I am basically computer illiterate when it comes to this stuff. I have one USB cable going from my computer to my comcast box. That is it. The weird thing is, everything was fine until I plugged in my printer (plug had just randomly come out, nothing major) and then the computer shut down and that's when I got the weird message. I have NO idea how to combat this. I unplugged the printer thinking that might be the issue but alas, no. Thank you so much for your help!

You might shut the computer down and check the
inside of that connector and make sure nothing got bent.
    May have caused a short.
