What's causing my PC to lag?

I recently got a new rtx 2060 super and i5 9400F CPU and i've been experiencing lots of lag... why?
Is the GPU causing the problem? I thought the RTX 2060 super can run most games smoothly without lag?

Is the lag during regular use or just during game play? Do you have the extra PCIe 6/8 pin power cable connected to GPU? Did you make sure to disable your onboard GPU and enabled your PCIe slot in the BIOS? Normally this is automatically done but sometimes it may need to be manually done.

The lag is during game play.
How do I enable PCIe slots? I'm not very experienced when it comes to computers so i'm scared I might do something that could damage the PC.

With the new CPU....did you do a clean install? That's an absolute must for a new mobo/CPU or both. Then once the clean install is done...now you need to download and install all the latest mobo drivers including the INF driver (intels chipset driver).
