where do i go on my computer to assign a subnet mask, IP address, etc?

I remember doing it before, but I forgot where to look in my computer.

Also, does WinXP have "Network Neighboorhood," or it is just known as Network Places?

Win XP has Network Places, like Win ME.
You go to Start > Control Panel. CLick on Classic View at the upper left, then look for Network Connections. You'll see the NIC listed and you click on it and click properties. You can change from obtain IP address Automatically to use the following IP address there.
