When I type in in msconfig at the run box i get this message:

Cannot find the file 'msconfig' (or one of its components). Make sure the path and file name are correct and that all the required libraries are available.

What is causing this and is there another way to access that file?

    to find msconfig:

    1. goto run - > type "cmd"

    2. at c: prompt , type "cd\" <enter>

    3. at c: root prompt (C:\>) type "dir /s msconfig.*"

    -or-

just go here and find it:

    C:\WINDOWS\SYSTEM32\DLLCACHE

    Niether of those options work.

I even tried the file path you gave at the end of your msg in the cmd prompt,

I dont show a windows folder in MY Computer for some odd reason.

I see the AUTOEXEC.BAT and CONFIG.SYS files when I open up My Computer, but no Windows folder

I even tried the system32 folder inthe WINNT dir.
