Type Paint into the Search/Cortana box and it will show up.

Thanks.

I feel foolish because I did and it didn't show up but I've done it again and it does.

Should Accessories?

Hi,

All Programs I think is still in the Control Panel. You can get to Control Panel by typing it in the Cortona/Search box.

Oh yea,

On build 1803, there is a product info for Paint that says it is soon moving to the Windows Store for download only. (Open up Paint, and it has a Product Info button.) It sounds like 3D Paint is going to be the replacement.

Thanks.

I didn't know it was Windows Accessories and when I asked Cortana for Accessories all sorts of interesting things came up!

Thanks for help.

"All Programs" comes up as soon as you click on Start.

Honestly, try to use the Search/Cortana and type the few letters of what you need. For commonly used programs create a desktop shortcut, or pin it the Start Menu or the Task Bar. The search also searches the Store so if you don't have a program it will search the store for one to download.
