I just got a new case fan to replace my old noisy one and had a friend come to help me out. He couldn't figure it out after he clipped the case fan cable. I dont know what to do. Is this okay?

The case fan just plugs into either a fan header on the motherboard OR on some high end cases, a fan controller. You do not need to cut anything. If you are replacing a pw supply fan, then you may need to splice wires.
