Would it be better to have a little bit more packet loss on the incoming or outgoing traffic?

Why do you have to choose? Either side incoming or outgoing will cause a recreation(processing) of the packet so if you were wanting YOUR PC to recreate the packet then I would pick outgoing. If you want to rely on another PC your getting information from then pick incoming. Really it shouldn't be a choice though.

It has to do with their placement. Depending on which is infront of the other will affect how many areas of possible packet loss I will have.
