which pc to choose

Comes down to basically Geforce GTX 1650 vs Geforce GTX 1660 Super. Here's a benchmark comparison:

That's pretty big difference in 3Dmark scores. For a gaming pc, you want the best video card you can afford. 1660 Super >> 1650.

That plus the SSD being twice as big (256 GB vs 512 GB), would lean me toward the second pc. More fast storage for games is good.

But the $150 difference is probably more than you'd pay if buying the parts separately (1650 ~ $140, 256 PCIe SSD ~ $50 / 1660 Super ~ $210, 512 PCie SSD ~ $80). Then again, I guess these prices are probably not in $. Is it euros? 150€ ~ $162, so it's actually worse.

The second is the better computer, but not the better deal. If it fits your budget, I'd still go with it.

Also noticed the different USB specs (first says 4 USB 3.2, 2nd says 2 USB 3.0, 1 USB 3.1 Type C)
Since they don't list the generation or the speed in the first specs, I would bet its really USB 3.0 being referred to as USB 3.2 gen 1.

One question though: in the second computer, since the graphics card is bigger wont it be too much for an i5 processor? Wont it start to lagging alot?

It should work fine. Maybe with an i3 or a pentium you might see issues like that, but not with an i5.

Here are gaming benchmarks for i5-9400F and GTX 1650 Super:
