Why can't I reset default programs via 'Set Program Access and Defaults'?

    I'm unable to reset the 'Default EMail Program' on a friend's XP PC via the 'Set Program Access & Defaults' program accessed via the XP 'Start' tab. I get an acknowledgment of confirmation when I do that, but when I try to open an Outlook Express EMail that I previously saved on my file system on that PC, the Mozilla EMail program tries to open it and there are complications due to incompatibilities between the two EMail programs. I can get around the problem via File Manager by clicking on the 'Tools' tab, then on 'Folder Options', and then on 'File Types', and scrolling (endlessly) down to the 'Internet EMail Message' entry in the list, then clicking on that and setting (changing) to open those with Outlook Express. That seems unnecessary complicated to me. Why isn't that set via 'Set Program Access & Defaults'?

    Oddly enough you set it through Internet Explorer Tools > Internet Options and the Programs tab.
