Why must I cycle power switch to connect USB drive?

Since I don't want to keep my external hard drive constantly powered on, I normally turn its power switch off after "safe to remove.." confirmation. The problem is that when I switch the power back on the drive often (but not always) fails to connect and USBDeview confirms that the USB 2.0 is not connected. The only way I can get a connect is by cycling the power switch, sometimes 2 or 3 times, but I think that's a poor solution. Once connected, the drive works fine.

I'm looking for a software solution that would retry or force the USB connect (restarting the OS is unacceptable). Perhaps something in the system software (Windows XP, home, SP3)? Other software that would do the job?
