wierd message

I restarted my computer, and now I get this wierd message after the windows 98 screen shows up. It is a scrolling blue box with red outline with the words, "Sync. Out of range." I CAN'T DO ANYTHING ON MY COMPUTER NOW! If I try to restart again I get the blue screen of death saying fatal exception OE or system is busy, etc. Help please!!

restart the machine, just after the memory count and before the windows loading message start tapping the F8 key, from the startup menu choose safe mode.
Once booted in safe mode go to start/settings/control panel/display/settings tab/advanced/monitor, if set for optimal change it to adapter default.
try and reboot now.
