Check the toshiba website support section for a user manual.
See if the laptop included wireless and if there is a way to turn it on.
It may be that someone used a USB or PCMCIA wireless card before.
If that is the case, and you don't have the adapter.
Go to add/remove programs in control panel and uninstall the wireless software.

Look in Device Manager. Is anything missing a driver or having problems (red or yellow)?

Right click the device in device manager and click properties.
It should show an error code.
    Post what it says here.
I would need to have the model number of the laptop to try to
    find the downloads for it.
The model should be on the bottom.
A PCMCIA card is an external card that would plug into a slot.
If the laptop has built in wireless, you don't need one of those.

Well in the device manager window I took these notes I hope it will help you in figuring out the problem with my laptop.

    + Under network adapters
    - ? Other devices
? with a ! on it beside that there is Ethernet controller
? with a ! on it beside that there is PCI modem.

Sounds like some drivers may not be installed.
What is the model number on the bottom of the laptop?

Ethernet controller and pci modem both has question sign beside them and also on the question signs there are exclamation signs.
