Will Windows 10 continue to get bi-annual upgrades?

Yes. Until its end of service time comes, bi-annual updates will continue to be released for Windows 10. Usually, each version of Windows has a 10 year lifespan of being serviced by Microsoft. The date of when the updates will stop can be found online. When the updates stop coming in for Windows 10, an upgrade to Windows 11 will be required. Until then, you should still be getting the updates.

So if Win 10 does continue to offer 2 upgrades per year, this is Oct now, where is this month's upgrade?

The 21H2 is imminent.
Windows 10 will continue to receive bi-annual updates, whether they’ll contain new features I don’t know as Microsoft now seems to be placing all their new features within Windows 11.

This is the list of versions/builds since Windows 10 was first released in July 2015.
April/May and October/November is when most of the bi-annual updates were released.

Microsoft's Media Creation Tool is still version 21H1, so version 21H2 hasn't been released yet.
The previous rumored release date had been on or about October 20, 2021.

Windows 10 and Windows 11 both use 21H2 as the Fall 2021 "version" number.

Brandon LeBlanc is announcing that Windows 10 21H2 will be out in November of 2021. Just in time for American Thanksgiving.

Once Microsoft releases the official final version of the bi-annual update, 21H2 should appear in the MCT file name.
I suspected that we wouldn't see it until November.
