win 7 hierarch explorer view

How do I change the hierarchy view in EXPLORER, so that I can drag and drop folders??

Right-click one of the folders you need to open, right-click and choose "Open in new window"
Repeat for the other folder you need to open.
Now right-click an empty part of the taskbar and choose "Show windows side by side".
You can now easily drag from one to the other.

That works. My preference is to click the Windows Explorer icon with the mouse middle button. This opens another instance of Windows explorer. You can then show them "side by side"
