(Win10) Internet works, but broswer doesn't

    Windows 10 Pro
    CPU: Intel Core i7-7700K @ 4.6ghz
    RAM: G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR-2400
    Mobo: Gigabyte GA-Z170X-Gaming 3 ATX LGA1151
    GPU: Sapphire Radeon R9 390 8GB Nitro

    As of yesterday my boyfriend had working ethernet and wi-fi.
    Today when turning on his computer, he could use the intenet for some programs, for instance a voice chat client (mumble) and for torrent software.
    However, browsers (Edge and Chrome) do not work neither does the wi-fi to his phone, and give the following error:

    There is no internet connection There is something wrong with the proxy server, or the address is incorrect ERR_PROXY_CONNECTION_FAILED

    He uninstalled his firewall, Zone Alarm Free with iobit uninstaller. After rebooting, the internet worked. He then installed AVG antivirus, scanned
    and it found some items which it removed. But the internet once again stopped working, same exact problem. He uninstalled but this time the uninstaller
    froze while uninstalling, so he had to restart the computer, Iobit then had to delete the AVG files. No change with the problem.

    The computer would not System Restore, cannot remember the error but can get it for you. Scanning with Malware-Bytes also turned up nothing.

    Online there was a suggestion to use the cmd prompt as administrator and type in "netsh int ip reset", "ipv4" and "ipv6", the all failed, stating 'access denied.

    Anyone know how to fix this?

    Considering how your boyfriend uses that computer, it's my guess it's infested with threats.
    Advise him to put Malwarebytes AdwCleaner and SUPERAntiSpyware (both free) to use in it.
    If you want detailed instructions for setting them up and using them, advise me.
