Win7 - Unable to open printer dialog box or

I am having a printing related problem on Windows 7 running on a less than one-year old Dell XPS laptop. Printing & control panel worked fine until a few weeks ago. Now print dialog box will not pop up, and when I try to open the Control Panel/Devices and Printers, I get a green progress bar across the top, and it just keeps running but never actually opens. I can't see, add, delete or change the printers or devices. I saw this exact problem in a previous post from 6 months ago, but there were no solutions. ANY IDEAS/SUGGESTiONS?

PS - I have tried changing printers (no luck) and the printers work fine when connected to other machines.

Hello jsaulter and Welcome to TSG!

Try running the Hot Fix from MS Support.

Another option is to Stop the print spooler service. Go to C:\windows\system32\spool\printers Delete all the .spl and .shd files in there.
Restart the print spooler service.
