    Hello,
i've got some major issues with my computer (at least I think so)and i'm trying to format, but the computer freezes after windows shuts down and will not load ms-dos.
    Any ideas?

Dan it's not clear what you are trying to do, fix a "Windows" problem or format? To format you must boot with a startup floppy, it doesn't access windows at all.

If you are having trouble "restarting in MS-DOS mode", that's another issue. You can't format from there anyway.
