Win98 visual c++runtime message

Hi all, I've searched if this message has been posted before,but do not see any reference. This is hubby's comp at work and they have no net access.
The only info I have is its a Win 98 OS
When going into any program a pop up message as follows appears:

Windows98
Microsoft Visual C++Runtime Library
Program: C\Program Files\Internet Explorer\\explore.exe
Application has requested runtime to terminate it in an unusual way.
contact the Applications Support Team

You will need to reinstall the Operating System.
