What kind of windows are doing this?

Generally if you maximize the window then close it while holding down the ctrl key, it will re-open in maximized form.

If you are opening windows from shortcut icons, such as those on the quicklaunch bar, right click on any giving a problem, select "properties" and make sure you do not have "run minizimized" selected.

If you are using Internet Explorer, d/l and install IE New Window Maximizer. Works great.
