You can read about it HERE.

Depending on whether you have the 32-bit or 64-bit version of Windows 10, this update(KB3216755) is 562 MB and 1.02 GB in size.

Considering how long Windows Update can take to download and install this update, you might consider getting it at the Microsoft Update Catalog site and then copying it to a USB thumb drive and then installing it from there.

Note: This update was initially released for "Insider Preview" users, but it's also available now for regular users.

I installed the KB3216755 update in my Dell Precision M6400 WorkStation with a USB thumb drive containing the update.
The entire install and restart process took just over 30 minutes.

Note: This update doesn't appear when doing a "checking for updates" in Windows Update.

Nice.....but that still doesn't negate the fact that it's for the Insider Preview. Are you running a preview version on your Dell or another machine? From your link.....

Microsoft posted the changelog on its support site last night, which you can view here. It's unclear why the updates are available on the Update Catalog and not Windows Update, but it could be that the company is biding its time with a run on the Insider Release Preview ring before it gets pushed through Windows Update for everyone else, possibly on Patch Tuesday in February.

I'll wait till it gets pushed to Patch Tuesday in February.

I'm running a clean install of Windows 10 Pro (version 1607 build 14393) 64-bit in my Dell Precision M6400 WorkStation.
