It's my guess you have a non-genuine copy of Windows 7 Ultimate installed in your computer.
If the upgrade process detects this, it won't allow you to make the upgrade to Windows 10.

Is your computer a factory-brand one or is it a custom/self-built one?
If it's a factory-brand one, advise us what brand name and model name and model number it is.

On the bottom of the laptop (it may be under the battery) is the Windows 7 product sticker. I'll bet it says Windows 7 Home Premium as 90+ percent of Toshiba's do. If that is true, some bozo, thinking they were helping you, installed Windows 7 Ultimate and you don't have a key.
If that is true, you will need to reinstall the version that matches the sticker to get it activated or you can install Windows 10 using that key if you use the media creation tool; but, you will lose everything that is there, now SO BACK IT UP, first!
