windows 2000 domain security policy

    i have a peculiar problem

    i have a windows 2000 server managing a domain through active directory
    all clients are windows xp

    i created a group policy in active directory and applied to an organizational unit containing users and computers

    but those security settings are not being applied on xp clients
    only the logon script is executed

    to check, i applied the group policy on the whole domain
    immediately that policy was applied on the server itself ( since it was within the domain )
    but the policy is not applie on xp clients

    is it that i require 2003 server to manage xp clients

    please help me
