Here is the support site for the Dell Inspiron 14 (N4050) laptop.

According to its "Drivers & Downloads" section, it has driver support for Windows 7 32-bit/64-bit.

It supports up to 8 GB of RAM.

It should have at least 2 GB but preferably 4 GB to run Windows 7 32-bit.

As its support site indicates, yes, it'll run Windows 7 32-bit or 64-bit.

It's a low budget laptop, so don't expect to use it for gaming or anything that's real system-hungry.

It'll be fine for basic computing use.

you will have to pay for the upgrade, are you expecting to do that ?

also download the W7 advisor from here
    http://windows.microsoft.com/en-us/windows/downloads/upgrade-advisor

it will tell if the PC supports some of the additional features
make sure your netbook can support the extra features, such as Aero Glass,
which the advisor will tell you

info on how to run the advisor -

    http://www.howtogeek.com/howto/14943/how-to-upgrade-your-netbook-to-windows-7-home-premium/
BUT note the links will take you to windows 8 now and also the offers no longer apply - its just so you can see what the screens will look like

yea i plan to run the advisor just to make sure and no i downloaded windows 7 home premium 64-bit on an iso file so i don't have to pay for the upgrade, actually i'll be doing a custom installation from scratch so my main concern right now is the drivers especially the ones for the graphics chip and the wireless i used a website i found to get windows 7 i didn't use any pirated websites i need it to be a legit copy from here i hope its ok

How do you intend to activate it after it's installed?

yes all those ISOs are legit, from a MS authorised sourrce digitalriver and a good place to download , avoiding any malware other places can often included in the ISO

However they all assume you have a valid key for that type of ISO you are downloading , NONE will work , without a valid KEY

    BUT as Frank asked

No, the Starter key won't work on Home Premium. The Home Premium product is priced higher.

It may APPEAR to work correctly but after 30 days it will disable itself and basically leave you with a useless computer.

    Right-click Computer, then click Properties

    - or -

    Click Control Panel - System

Does it say "Windows is activated" under Windows activation?
